Description
This policy expansion has created winners out of casinos and gaming parlors, while horse racing has become a loser. Since other means of legal betting have been introduced, the amount being wagered on horse racing has gone down significantly, while every other mean has seen an increase. It can then be inferred that with the introduction of alternate options for gambling, betters are drawn away from one source to the try the others, creating competition. This then contributes to the closure of tracks, as they are making less money, and a closed track means less money for the industry and an overall decline.
