Abstract
This paper discusses rallying public support for financing of public higher education, focusing on four points: First, appeals to sentiment are ineffective and perhaps damaging. Second, the support that counts is financial. Third, the best leverage is provided by parents of students or prospective students. Finally, if we want a different social contract for higher education, we must provide different consideration for that contact.
