The nature of comments can be examined througn the complexity, organization or individual who submitted it, strength of emotion presented, and more. Theory suggests that the stronger the emotion that is presented the more responsive thev will be. More complex comments require more time and expertise. Policies that are not passed likelv have a public comment section that iS too varled in nature and requires more time to process.
